Dear Advisory Committee Representative,
Chairs, AB, and TAG,
Further to the 10 November 2016 call for review [1], I am pleased to announce the approval of the World Wide Web Consortium Process Document, known as Process 2016 during development and review. The 2017 Process Document becomes operational on 1 March 2017.

This document was developed between the W3C Advisory Board and the Revising W3C Process Community Group. It was reviewed by the W3C Membership; see below for information about the review comments.
* A process for marking a Recommendation as Obsolete (distinct from Rescinding a Recommendation);
* Voting mechanism used for AB and TAG elections is Single Transferable Vote;
* Clarified the process for continuing work on a specification initially developed under another charter (aka Supergroups).
Groups may publish under the new Process beginning 1 March 2017;
infrastructure changes are underway and being tested. The new process will supersede the current version of the W3C Process Document approved in 2015, which means that all groups using Process 2015 will automatically move to Process 2017. A one-month grace period is granted to document editors, for publications to properly reference Process 2017.

Member Review
20 Member responded to the 10 November 2016 call for review [1] and indicated
support. Two reviewers suggested changes that the Advisory Board clarified in
revised text which satisfied the reviewers.
Although the number of reviews is less than the 5% target, the strength of support is also indicated by informal support provided at the most recent AC and TPAC
meetings, as well as years of debate around STV, as well as the lack of any
objections. Accordingly, the Director approved Process 2017.
