Shepherd tool

I'm wanting to improve ReSpec's auto linking capabilities (so I can
reference across specs) and was wondering if anyone can provide me
with some guidance to that Shepherd tool that's been mentioned a few
times.

I found the API for it:
https://api.csswg.org/shepherd

But I'm unsure how specs get added to it? Anyone know?

One of the admins (me or Peter Linss, maybe others) adds to it upon
request. (Feel free to ping me on IRC for more in-depth discussion
about this.)
